The restaurants have to provide dine-in service in both indoor and outdoor seating areas as long as they strictly adhere to the government's guidance. They should offer sit-down, dine-in meals while bar service is prohibited. However, it a general order for all restaurants operating in Pennsylvania, and no exclusive letter has been written or sent to the Primanti brothers about disallowing them from serving Nachos.
